It's currently down courtesy of a recent server outage. It'll be back soon,
hopefully.

Checking it out of svn will work -- svn co
svn://source.netsurf-browser.org/trunk/hubbub
It's currently somewhat incomplete -- real life has got in the way,
unfortunately.
The tokeniser implementation is about 6 months behind the spec, and the
treebuilder is currently only half implemented.
